The relay gets its power from the PCM relay and the F2-14 fuse in the interior fuse panel. That is the correct fuse F2-14. If all fuses and relay checks out ok then you need to check the wiring. Here is the wiring diagram Start at the clutch relay and see if you have key on power in on the orang/black and the red/yellow wire as well as a ground from the PCM on the orange/black. If you have power on both power wires and a good ground from the PCM then the clutch should run and if your sure there is no power at it, then you have an open in the wire from the relay to the clutch.
